C-1996-083), ReWe)n o f 2`1 Quarter 2014 Coal <br />Hine il'aste Bank and Instrumentation Report by Marcia Talvitie, P.E., July 17, <br />2014. <br />Dear Mr. Bear, <br />The letter was prepared by Huddleston -Berry Engineering & Testing, LLC (HBET) to address <br />coninienls by DRMS regarding duality control and engineering oversight at the Bowie No. 2 <br />Mine. Specifically, DRMS coniniented on the compaction testing results and vibrating wire <br />piezometer monitoring. Our responses are included below. <br />Compaction Testing <br />Comment: I woulcl like to request that BRL provide a description of the process now being <br />used to ei,ahiate compaction of the Coal Aline Waste at the Bowie No. 2 Aline. <br />They shoid(l inchicle copies of airy Proctor curves that have been generated,fur <br />Gob at the site, together i0th an), differerttiatirrg factors for each Ctrrve tltcrt the <br />tester will be using so the proper Curve is selected ,for reference with each test. <br />Response: HBET has been conducting compaction testing at (lie Bowie No. 2 Mine since <br />April 2014. The Proctors used to date were included in the 2 "d Quarter 2014 <br />Construction Materials Testing Report. <br />Coal mine waste is a material that includes variable quantities of coal, fines, <br />and/or oversize particles, As indicated in the plot included in the referenced <br />letter, the compaction testing data covers a fairly significant range due to this <br />variability. Unfortunately, a Proctor test is run in a controlled laboratory <br />environment on material that may not accurately represent the material at the <br />specific point where the compaction test was taken. The maximum dry density <br />values obtained from the Proctor tests are simply to provide `ballpark' values. <br />
