August 11, 2014 C- 1992 - 080 /Carbon Junction Mine MLT <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Some minor rilling was observed on those reclaimed slopes where vegetation is not yet well <br />established. This includes the Upper Carbon Junction Channel slopes graded and seeded <br />under TR -17 in November 2013 (Photo 12) and also the northern slope of reclaimed Pond <br />002 (Photo 13). <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />• Grasses on the areas seeded in 2006 and 2009 appeared dry, but the cover was relatively <br />uniform. <br />• Slopes of the Carbon Junction channel, seeded in November 2013, continue to exhibit only <br />sparse grass cover, but a number of annual weed species are helping to stabilize the soil and <br />provide cover for the seeded species. <br />• Scotch thistle and Musk thistle plants observed during the May 28, 2014 inspection have <br />been sprayed, and the control efforts appear to have had good success. These areas will need <br />to be monitored closely in the coming years to ensure that a resurgence does not occur. <br />• A large Tamarisk in the Upper Carbon Junction Channel (Photo 12) needs to be eradicated. <br />• A previously unseen infestation of Canada thistle has developed on the floor of the reclaimed <br />Pond 002 (Photo 14). The thistles are intermingled with willows, which appear to have <br />largely died off due to the limited supply of water now available. There is also a fresh stand <br />of suspected Tamarisk on the pond floor at the bottom of the timber harvest road (Photo 15). <br />Treatment of both of these noxious, state - listed weeds should be initiated during the fall of <br />this year. The Division or the La Plata County Weed Manager may be contacted if Oakridge <br />would like information on controlling these species. <br />OTHER: <br />A number of vehicle tracks were seen on Oakridge's property at the southern end of the <br />permit area, continuing off the permit boundary along the western margin of the cleared area. <br />It did not appear that any reclaimed areas had been damaged; Photo 16 is attached, for your <br />information. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 1 Page 4 of 13 <br />
