The field portion of the inspection took place on <br />Monday, August 11, 2014 beginning at 1:15 p.m. The records check was accomplished on <br />August 12th. <br />Skies were clear and the temperature was in the mid -80's; thunderheads were building to the <br />north of Durango. Ground conditions were dry, although the area had received sporadic rain <br />showers over the past 5 or 6 weeks. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />• Records for the Carbon Junction Mine are maintained for public inspection at the offices of <br />Goff Engineering & Surveying in Durango. A completed DRMS Availability of Records <br />form is appended to this report. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />There was abundant evidence throughout the site that the permit area had received significant <br />precipitation during recent weeks. A check of CoCoRaHs stations for the areas east, south <br />and west of Durango revealed the following: <br />CO -LP -B: 29 -Jul 0.32" / O1 -Aug 0.19" / 02 -Aug 0.41" <br />CO- LP -22: 29 -Jul 0.75" / 01 -Aug 0.37" / 02 -Aug 0.40" <br />CO- LP -61: 29 -Jul 0.98" / 02 -Aug 1.13" <br />The 10 -year, 24 -hour precipitation event for this permit is 2.25 ".
