August 12, 2014 C- 1981 - 018 /Deserado Mine JDM <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Refuse Pile - 2/3/4 refuse was spread and compacted at the time of the inspection. Grading appeared to allow <br />good run -off to ponds. Slight down - cutting was noted on the north side of the pile. The down - cutting is not <br />substantial at this point, but should be monitored. Refuse Pile - 5 was well compacted and stable at the time of the <br />inspection. Both sites appeared to show good run -off to the ponds via the collection ditches. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance 4.011(5) and <br />(6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The paved Deserado Mine Road appeared to be well maintained and in good condition. The haul road from the <br />facilities area to the refuse disposal area was dry and stable with no problems noted. The conveyor corridor road, <br />access roads and light -use roads were in good condition with no problems noted. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Refuse Pile RP -1 was observed and is to be stable with no signs of erosion and good vegetation establishment. <br />Reclaimed RP -1 <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />Cheat grass continues to be problematic at the site, although there did not appear to be any problems with weeds or <br />erosion at the time of the inspection.
