M -8 and M -9 monitoring holes penetrate the No. 1 Mine and No. 3 Mine respectively.
During mine operations, they were used as sump discharge pipes to dewater the
respective mines. During reclamation they are used to monitor the depth of water in the
mines. They are both cased full length with 4 -inch steel pipe. M -8 and M -9 are
approximately 386 (Elev. 7704 to7318) and 226 (Elev. 7764 to 7538) feet deep
respectively. They are permanently maintained since the wells are an integral part of the
water treatment facility.
Bond Release
Phase I bond release was approved by a letter from the Division dated March 28, 1988.
The result of this approval was that 60% of the bonded amount for backfilling and grading
the mine site and unit train loadout could be released since the reclamation of those items
was accomplished during 1986 & 1987. See page 4 -68a for more details.
The main portion of the loadout was located north and east of the Roaring Fork River. This
area was where the trains were loaded with coal. This land is know as the Diamond A
Parcel. The Division's proposed decision dated November 23, 1993 released the bond on
the Diamond A Parcel. This was a full and final bond release for the Diamond A Parcel
which has been developed into a residential community with a golf course by others. The
Diamond A Parcel was removed from the permit by the DRMS' approval of TR -15 on
February 1, 1994.
The DRMS' approval of SL -05 on March 24, 2003 granted Phase I I I bond release for the
remaining portion of the loadout so the entire loadout has been released from the permit.
SL -05 also granted Phase III to the majority to the mine site. The DRMS retained
jurisdiction over 4.3 disturbed -area acres and areas that overlie underground mine
workings associated with the permanent program permit. The 4.3 acre disturbed -area was
comprised of 4.1 acres of developed water resources and 0.2 acres associated with four
water monitoring flume bases and two water monitoring piezometers.
The DRMS' partial approval of SL -06 on December 22, 2009 granted Phase I, II and III
bond release for the 0.2 acres associated with two flume sites in North Thompson Creek,
two flume sites in Middle Thompson Creek and piezometers D -1 A and D -2A. The Operator
has liability for the disturbed and affected areas listed below.
Permit Renewal 4 -viii (Rev. 03/13)
