Please, provide an explanation of this variance from the approved topsoil thickness replacement <br />thickness. <br />The land requiring topsoil includes the acreage associated with Ponds 009, 015, 006, 017. The original <br />surveys include not only the footprint of the pond but also the associated disturbance above the water line. <br />Today, if those ponds are changed to permanent status then there will be no acres left for topsoil <br />replacement. If these ponds are reclaimed then the only area needing topsoil is below the high water mark <br />and some smaller associated disturbance. Therefore, in either case we have plenty of topsoil to meet the 9 <br />inch minimum re- distribution. <br />2.
