Weather conditions at the time of the inspection <br />were clear; ground conditions appeared to be dry. The mine is currently mining in longwall panel B -15; refuse <br />material from the wash plant is being placed in Gob Piles #2 and #3. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Pond C was holding water on the eastern end. It appeared that the pond had been recently dewatered, and <br />an excavator was cleaning out the inlet end. <br />Pond D held water. <br />Pond F appeared to by dry. <br />Pond J appeared to be dry, except for a small ponded area in the center of the pond. <br />Pond K appeared to be dry. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />Gob Pile #2 <br />Grading and compaction equipment were observed on the upper bench of Gob Pile #2. An excavator appeared to <br />be working on the fourth bench in the expansion area between Gob Piles #2 and #4, removing material. <br />Refuse had been placed just north of and along Ditch Fl 7. It was not apparent whether the previously placed and <br />compacted material on the outslope had been ripped prior to placement. The currently approved stability report <br />for the pile includes a recommendation that previously place material in this expansion area be ripped to key in the <br />new material to ensure that a slip face /slide plane is not created within the pile. <br />Gob Pile #3 <br />Grading and compaction equipment were observed on the northeastern portion of Gob Pile #3.
