July 9, 2014 C- 1980- 007/West Elk Mine JRS <br />reclaimed pad blends well into the surrounding undisturbed and appears to be AOC. The site was graded to <br />maintain positive drainage. The surface was disked prior to reseeding and was left in a roughened state. There <br />was a small "network" of cracks on the upper (basically southwest) edge of the pad. These appear to be tension <br />cracks (and not surface cracking from dryness). There were approximately six cracks grouped together with <br />lengths no greater than 15 feet each and approximately six to ten inches deep. The Division believes that these <br />cracks will heal themselves, as these have been seen on other reclaimed pad in the past (and they, too, have healed <br />after a year or two). These small cracks are not enough to exclude the pad or area from SL -07. The remaining site <br />did not have any evidence of instability including settling, slumping and cracking. There were no erosional <br />problems noted on the pad at the time of the inspection. <br />- The pad for MDW well 22 -03 and thermal event hole 22TG32XC was well vegetated and stable at the time of <br />the inspection. The majority of the pad was surrounded by an electric fence to limit cattle access until the <br />vegetation is better established. The pad is moderately steep and gets very steep as it moves to the eastern edge. <br />There was some slash on the pad and straw waddles were installed on the steeper portion of the reclamation to <br />help control surface runoff and erosion. All of the holes were plugged, sealed and marked, as required by Rules <br />4.07.3(1) and (2). The reclaimed pad blends well into the surrounding undisturbed and appears to be AOC. The <br />site was graded to maintain positive drainage. The surface was disked prior to reseeding and was left in a <br />roughened state. The site did not have any evidence of instability including settling, slumping and cracking. <br />There were no erosional problems noted on the pad at the time of the inspection. <br />- The pad for MDW well E2-318 was well vegetated and stable at the time of the inspection. The pad was also <br />fenced with an electric fence to keep the cattle off until vegetation is better established. The MDW was plugged <br />and sealed but not marked, as required by Rules 4.07.3(1) and (2). The reclaimed pad blends well into the <br />surrounding undisturbed and appears to be AOC. The site was graded to maintain positive drainage. The surface <br />was disked prior to reseeding and was left in a roughened state. There was slash on the pad to help control runoff <br />and erosion. The site did not have any evidence of instability including settling, slumping and cracking. There <br />were no erosional problems noted on the pad. <br />- The pad for MDW well E2 -42 was well vegetated and stable at the time of the inspection. The pad gets steep as <br />it gets to the south and east edges. The pad was also fenced with an electric fence to help keep the cattle off until <br />vegetation is better established. The MDW was plugged and sealed but not marked, as required by Rules 4.07.3(1) <br />and (2). The reclaimed pad blends well into the surrounding undisturbed and appears to be AOC. The site was <br />graded to maintain positive drainage. There were no erosional problems <br />noted on the pad. <br />- The pad for MDW wells E2 -44.5 and E2 -47.5 were well vegetated and stable at the time of the inspection. The <br />pad is very large and fairly steep. The pad was fenced with an electric fence to keep the cattle off until the <br />vegetation is better established. The MDW's were plugged and sealed but not marked, as required by Rules <br />4.07.3(1) and (2). The reclaimed pad blends well into the surrounding undisturbed and appears to be AOC. The <br />site was graded to maintain positive drainage. The surface was disked prior to reseeding and was left in a <br />roughened state. There was a lot of slash on the pad and straw waddles down the entire length and width of the <br />pad to help control runoff and erosion. The site did not have any evidence of instability including settling, <br />slumping and cracking. There were no erosional problems noted on the pad. <br />- The pad for MDW well E2-314 was well vegetated and stable at the time of the inspection.
