July 9, 2014 C- 1980- 007/West Elk Mine JRS <br />reclaimed and remaining portions of the road were stable at the time of the inspection. The reclaimed portions <br />were well vegetated. The reclaimed portions of the road blended well with the undisturbed and remaining road <br />and there were no signs of any instability in the backfilled areas. There were no erosional problems noted on the <br />road spur to MDW pad 22- 05/22 -06. <br />- The spur off of the West Flat Iron Road to drill pad 4 -18 -34 was stable and well vegetated. This spur has also <br />been narrowed to an ATV trail, with both sides being pulled in and reclaimed. The reclaimed road was blended <br />well into the surrounding undisturbed areas and the remaining road. There were no signs of any instability on the <br />road, including no settling, slumping or cracking. There was no erosion on either the reclaimed or remaining <br />portions of the road. <br />- There is a short road spur off of the spur to MDW pad 4- 18 -34. This spur leads to MDW pad 19- 04/19 -05. This <br />road was not reclaimed to an ATV trail, but the entire road was reclaimed. This road spur was stable and well <br />vegetated at the time of the inspection. The reclaimed road blends well into the surrounding undisturbed lands. <br />There were no signs of any settling, slumping or cracking on the reclaimed road. There was a lot of slash, from <br />the original grubbing, that was placed on the road to limit access and control erosion. There were no erosional <br />problems noted on this road spur at the time of the inspection. <br />- Overall, the reclamation of the West Flat Iron Road and the associated road spurs contained in the SL -07 <br />application was very good. These roads were stable and well vegetated. All of the reclamation blends well with <br />the adjacent undisturbed areas. There were no signs of any instability on any of these roads and no erosional <br />problems were noted. <br />- There was a short road spur to MDW pad E2-38. This spur was included in the SL -07 application but the road <br />does not appear to be reclaimed. While the road is stable and there is good vegetative cover on the road, there is <br />also still a large amount of rock on the road (possible road base), there is still a visible two -track and there is what <br />appears to be windrowed topsoil on either side of the road. Additionally, there is not the "usual" slash that the <br />operator distributes on the reclaimed roads to limit access and help control erosion. This road spur will be <br />eliminated from the SL -07 bond release. <br />- There is a short, reclaimed road spur to MDW pad E2- 44.5/E2 -47.5. This spur was completely reclaimed. It was <br />stable and well vegetated at the time of the inspection. The road was blended well with the undisturbed lands on <br />both sides. There were no signs of any instability on the road, including settling, slumping or cracking. The road <br />was partially fenced with electric fencing to keep the cattle off. The operator also placed some of the slash on the <br />road to help control access and runoff There were mo erosional problems noted on the road spur. <br />- There is a longer road spur that provides access to MDW pad E2 -34 off of the Dry Fork Road. This road is a <br />USFS administrative road. The road was a preexisting road and will remain following reclamation. The road also <br />runs through drill pad E2 -34. Again, this portion of the road will remain following final bond release. The West <br />Elk Mine does not have any reclamation liability for this road spur. <br />- There is a road spur to MDW pad E2-310.5 that branches off of the administrative road mentioned above (to <br />MDW pad E2 -34). This road is fairly steep but it was stable and well vegetated at the time of the inspection. The <br />road blends in well with the surrounding undisturbed area. There were no signs of any settling, slumping or <br />cracking on this road spur. There were no erosional problems noted on this road spur at the time of the inspection. <br />- The pad for MDW wells 22 -05 and 22 -06 was well vegetated and stable at the time of the inspection. The pad <br />was also fenced with an electric fence to help keep the cattle off until vegetation is better established. Both of the <br />MDW's were plugged, sealed and marked, as required by Rules 4.073(1) and (2). The reclaimed pad blends well <br />into the surrounding undisturbed and appears to be AOC.
