Aerial photographs were taken on July 28, 2014 at approximately <br />12:18 PM. Weather conditions were cloudy at the time of the flight. Mike Boulay of the DRMS reviewed the <br />aerial photographs. <br />Sixteen photographs were taken during the flyover. No problems were noted in any of the aerial photographs. An <br />overview of the southern half of the permit area is shown in attached Photograph No. 1. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4, Effluent Limits 4.05.2, Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Site Sediment Ponds 001, 007, 008, 011 and 013 are visible in the photographs. All of these ponds are retaining <br />significant amounts of water. The embankments appear stable with no problems identified. <br />SUPPORT FACILITIES - Rule 4.04: <br />The surface facilities area is visible in the photographs. The facilities and perimeter areas are well maintained and <br />no problems were noted. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.063; Redistribution 4.06.4: <br />Photograph No. 2 shows the topsoil redistribution activities continuing at the Morgan property. The three <br />remaining piles of Lift A, Lift B, and Mixed Pile are shown in the photograph.
