Environmental
July 28,2014
Tyler O'Donnell
Tim Lazier
CO Division of Reclamation Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
RE: Fremont Paving& Redi-Mix Inc.
M-2000-041 Evans Pit#2
Response to July 18,2014 Adequacy Review No. 5
Dear Mr. O'Donnell and Mr. Cazier,
Please accept the following response to Division comments received in the above referenced correspondence.
The modified monitoring plan now includes seven(7)monitoring wells. Monitoring well#3 will be constructed northwest
of Phase 1 on Southwest Farms property as requested. Figure 1 includes a proposed location.
DWR monitoring well data is incomplete for wells 2,3,and 4. Fremont Paving will provide surveyed surface elevations
for all monitoring holes.
All proposed monitoring wells are permitted as only monitoring holes by DWR. During monitoring, vicinity well locations
and uses will be noted.
Please accept the following responses to comments received via email on July 22,2014 from Mr. Huzjak via the
Division.
• All the proposed monitoring well locations are impacted by a structure or environmental situation because all
were constructed after commencement of mining and without the intent to monitor mine dewatering. It is
because of this that the program includes seven wells rather than a fewer number.
• Groundwater levels respond slowly to anthropogenic and environmental influences. Monthly monitoring is
scientifically supported and industry practice.
• Groundwater data will be reported to DRMS on a quarterly basis.
• Mitigation efforts are contained in the mitigation agreement.
• The property owner is Stonewall Springs Quarry LLC.
Mr.Sliman's notarized signature page for the Mitigation Agreement is included in this correspondence.
Please feel free to call me with any questions at 719-275-8951.
Respectfully submitted,,
Angeeld Bblla oni 7.
Cc:John P.Ary
Enq iAIro(tlMe tall f/Uter(t actives li c..
1107 Main Street, Canon City, CO 81212
www.envalternatives.com •e-mail. eai@bresnan.net
Phone: 719-275-8951 • Fax: 719-275-1715
