S"" �2ENLFCA <br />Coal Company <br />July 24, 2014 <br />Colorado Department of Public Health and Environment <br />WQCD -PE -B2 <br />4300 Cherry Creek Drive South <br />Denver, CO 80246 -1530 <br />Seneca Coal Company <br />RECEIVED <br />JUL 2 9 2014 <br />DIVISION OF RECLAMATION <br />RE: Quarterly Discharge Monitoring Report for Seneca Coal Company, Permit CO- 0000221 <br />Dear Sir or Madam: <br />Pursuant to the quarterly reporting requirements contained in Colorado Discharge Permit CO- 0000221 <br />( "Seneca CDPS Permit ") for the Seneca Mine Complex, enclosed please find the second quarter 2014 <br />discharge monitoring reports for Outfalls 005, 006, and 008 to 017. In this quarter, intermittent <br />discharges were observed at Outfall 011 (May and June only), Outfall 013 (April only) and Outfall 014 <br />(April only). No flows were observed at Outfall 009. All other Outfalls discharged continuously during <br />the second quarter of 2014. <br />One excursion of the DMR limits occurred this quarter, and involved the total recoverable iron value of a <br />sample collected at Outfall 016 on April 21. The total recoverable iron value was 1,250 ug /L, and this <br />excursion occurred as a result of spring snowmelt and runoff. A copy of the lab report from ACZ <br />Laboratories for the April 21 sample collected at Outfall 006 is also attached to this letter. In December <br />2010, Seneca Coal Company proposed ambient based seasonal standards for total recoverable iron in Dry <br />Creek Segment 13d for March through April of 3,040 ug /L, and 1,110 ug/L for May through February. <br />These revised iron standards were adopted by the Water Quality Control Commission shortly after the <br />December 2010 Temporary Modification Hearing. However, Seneca's CDPS Permit (CO- 0000221) <br />remains under administrative extension, and has not been modified to reflect the Commission - approved <br />change in the total recoverable iron standard for the receiving stream (Segment 13D), and this should be <br />taken into account with regard to the reported excursion of the total recoverable iron standard at Outfall <br />016 on April 21. <br />No other excursions of DMR limits occurred during the second quarter of 2014.
