• Reclaimed areas and mine related disturbances, such as roadsides and facilities, will be <br />monitored for noxious weed infestations. Monitoring will be conducted through formal <br />revegetation monitoring program or as qualitative observations by SCC reclamation personnel. <br />If noxious weed infestations occur at levels that may interfere with successful reclamation, or <br />are detrimental to stand quality, weed control will be implemented. <br />Application of herbicides will be carried out by two primary agents, outside services or <br />Reclamation Department personnel of the Seneca II -W Mine. Outside services will consist of <br />either the Routt County Weed Control District resources or a private commercial herbicide <br />applicator. Upon obtaining the proper herbicide application equipment, primary application <br />and ongoing control will be through the Reclamation Department at the Seneca II -W Mine. <br />All applicators, including the Seneca II -W Mine reclamation personnel that are charged with <br />herbicide application, will be properly licensed and /or certified to apply restricted or general <br />use herbicides as per Colorado statute and certification and licensing. <br />Large scale use of herbicides is not being promoted; however, they have a high level of utility when <br />• controlling problem perennial weeds in permanent revegetation areas requiring reseeding, or where <br />surface stability in a shrub establishment area is critical. Any herbicides used will be based on <br />recommendations in the most current Colorado Weed Control Guide issued by the Colorado State <br />University Cooperative Extension Service. The herbicides will be used according to the label and will <br />be applied under the supervision of certified applicators. <br />Controlled areas will be monitored for effectiveness of the treatments. Follow -up treatments <br />will be conducted as necessary. Because of the many variables that may impact the <br />effectiveness of the control program and the aggressiveness of certain weeds, monitoring for <br />level of control and needed retreatment are critical aspects of the overall control program. <br />Ongoing revegetation monitoring and qualitative observation of reclaimed areas by reclamation <br />personnel will identify retreatment areas and any new areas of established weeds requiring <br />control. The qualitative monitoring will be conducted annually in order to evaluate progress <br />being made towards control of identified noxious weed areas. This information will be <br />provided to the Division by March 30 of each year as part of the Annual Reclamation Report. <br />In treatment areas where herbicidal control has been effective but the density of desirable <br />• perennial species is too low to reestablish an effective vegetative cover, the area will be <br />reseeded using the approved permanent seed mix. <br />PR -05 <br />37 <br />Revised 04/06 <br />
