COLORADO <br />Division of Reclamation, <br />Mining and Safety <br />Department of Natural Resources <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />July 21, 2014 <br />Jerry Nettleton <br />Twentymile Coal Company <br />29515 Routt County Road #27 <br />Oak Creek, CO 84067 <br />RE: Twentymile Coal Company, Permit C- 1982 -056 <br />Second Quarter 2014 Coal Waste Pile Inspection Report Review <br />Dear Mr. Nettleton: <br />The Colorado Division of Reclamation, Mining, and Safety (CDRMS) have found the above referenced <br />report to be in compliance with CDRMS Regulations: 4.09.1 (11) and 4.10.2(2), unless noted below. <br />The above referenced report was prepared by North West Colorado Consultants (NWCC) for Twentymile <br />Coal Company. NWCC visited the site on June 11th and 30th, 2014. Based on the report, NWCC did not <br />observe any signs of instability, structural weakness or hazardous conditions at the pile. These <br />observations reflect observations with on -site inspections conducted by the Division of the Waste Pile. <br />The report states that based on information provided by Twentymile Coal, LLC, the wash plants produced <br />approximately 365,352 tons of waste coal. <br />On June 11th a total of five compaction tests were conducted. All tests completed during the quarter met <br />the minimum compaction requirement of 90 %of the maximum standard Proctor density (Field Density test <br />information was included). According to the report TC reported an average of 61.40 feet and 58.18 feet <br />below the existing ground surface of monitoring well #1 and #2 respectfully. Monitoring well RW #3 was <br />installed during the quarter, with no water encountered. <br />Please note, per Rule 4.09.1(11)(c) any certified report addressing the underdrain system and protective <br />filters shall include color photographs taken during and after construction, but before underdrains are <br />covered with excess spoil (or refuse). No photographs were included with the inspection and the Division <br />has noted in normal Inspection and Enforcement Inspection of the site, the ongoing construction of the <br />underdrain.
