<br /> <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br /> <br />July 17, 2014 <br /> <br /> <br /> <br />Mr. Brian Watterson <br /> <br />Moffat County Mining, LLC <br /> <br />29515 Routt County Road #27 <br /> <br />Oak Creek, CO 80467 <br /> <br /> <br /> <br /> <br /> <br />RE: Williams Fork Mines; Permit No. C-1981-044 <br />nd <br /> 2 Quarter 2014 Refuse Pile Inspection Report Review <br /> <br />Dear Mr. Watterson, <br /> <br />The Colorado Division of Reclamation, Mining and Safety (Division) finds the above referenced refuse <br />nd <br />pile inspection report for the 2 Quarter 2014 to be in compliance with the following rules: <br /> <br /> <br /> 4.10.2(1) – The mine waste bank was inspected, on behalf of the person conducting surface coal <br />mining operations, by a qualified registered engineer. The report indicates no materials were <br />placed on the surface waste pile; also the #9 excavation waste disposal area was reclaimed in <br />2009. The submitted inspection report complies with the inspection requirement of rule <br />4.09.1(11). <br /> <br /> 4.10.2(2) <br /> (a) – The inspection occurred quarterly as required by the Division. <br />o <br /> (b) – Inspections included observations and tests necessary to evaluate the potential <br />o <br />hazard to human life and property and to ensure that all organic material and topsoil have <br />been removed and the proper construction and maintenance are occurring in accordance <br />with the plan submitted under 2.05.3(8) and approved by the Division. <br /> The note on the submitted report indicates that the mine has been inactive since <br /> <br />1995 and that no material has been placed on the surface waste pile. Also noted <br />was that the old #9 excavation was reclaimed with demolition material in early <br />2009. Stability of the waste disposal areas was inspected and problems were not <br />identified. <br /> (c) – The engineer considered steepness of slopes, seepage, and other visible factors <br />o <br />which could indicate potential failure. <br /> Stability of the waste disposal areas was inspected and problems were not <br /> <br />identified. <br /> (d) – Copies of the inspection findings shall be maintained at the mine site. <br />o <br /> Please retain copies of the waste pile inspection report at the mine site. <br /> <br /> <br /> 4.10.2(3) – No potential hazards were noted in the above referenced refuse pile inspection report. <br /> <br /> <br /> <br /> <br />1313 Sherman Street, Room 215, Denver, CO 80203P 303.866.3567 F 303.832.8106 http://mining.state.co.us <br /> <br />John W.
