rr.-IA\I I <br /> Environmental <br /> k Inc. <br /> July 11, 2014 <br /> Tim Cazier <br /> Division Reclamation, Mining and Safety (DRMS) <br /> 1313 Sherman Street, Room 215 <br /> Denver, CO 80203 <br /> RE: M-2000-041 Evans Pit #2 aka Pueblo East Pit <br /> Groundwater monitoring program <br /> Dear Mr. Cazier, <br /> The following is a recommendation for groundwater monitoring and points in the vicinity of <br /> the Evans Pit #2 aka Pueblo East Pit operated by Fremont Paving & Redi-Mix Inc. <br /> (Fremont). The monitoring points will be used to collect groundwater quantity information. <br /> Because a baseline groundwater study was not performed prior to mining activities, impact <br /> to groundwater levels from mine dewatering will not be discernible from other <br /> anthropogenic activities and natural conditions. This monitoring plan is submitted in <br /> response to DRMS' request. <br /> In accordance with the mitigation agreement between Fremont and the property owner, as <br /> of October 31, 2014 the property owner will assume responsibility for Phase 1, Parcel 4 <br /> reclamation and any related activities including groundwater monitoring required by <br /> continued dewatering. <br /> Description of Hydrogeology <br /> Ground water in the project vicinity is under unconfined aquifer conditions within the <br /> Arkansas River alluvium. As described in the "Hydrogeologic Evaluation" by Blue Earth <br /> Solutions (December 2013), the mine extracts and processes Arkansas River alluvium that <br /> is underlain by impermeable Pierre Shale bedrock. The unconfined aquifer conditions in the <br /> Arkansas River alluvium groundwater cause ground water levels to fluctuate. <br /> Groundwater level fluctuations may be influenced by anthropogenic activities as well as <br /> natural environmental and climate trends. Irrigated agriculture and gravel mining are the <br /> primary industries along the north bank of the Arkansas River in eastern Pueblo County, <br /> Colorado. Both industries pump ground water from the alluvium. Agriculture irrigation <br /> depletes and recharges the groundwater table. Periods of high river flows, snow melt season <br /> and following frequent significant precipitation events, will contribute to the groundwater <br /> table in the alluvium.
