July 17, 2014 C-1981-028/Keenesburg Strip Mine JLE

The Dugout Pond was dry and the side slopes were vegetated and stable.

Portions of the north perimeter ditch were being mowed.

B-Pit was holding water.

REVEGETATION Rule 4.15
Vegetative Cover; Timing:
Reclamation parcel 25 was observed during this inspection. Perennial grass species have grown and appear to be
becoming more established in the parcel. Sand dropseed, big bluestem, western wheatgrass and indian rice grass
was prevalent. Annual species such as Russian thistle, Kochia and cheatgrass were also densely established.

In the past, the Operator has placed an additional layer of topsand over a portion of parcel 25. The area where
additional topsand was not placed had a greater number of annual forbs, particularly some kind of purple aster, has
established. However, desirable perennial grasses are establishing in this area.

At the time of the inspection, the Operator was mowing areas along the roadway and perimeter ditches for weed
control.

Throughout all of the mine site and the surrounding area, prickly lettuce is very prevalent. However, it appears to
be at the end of its life cycle for this year.

TOPSOIL Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4:
Topsand piles B-1, A-1 and A-3 were observed. Each of these piles are vegetated and stable. Recent topsoil
material has been taken from pile A-1 and B-1 for the reclamation of the B-Pit. The recently excavated areas of
the piles were graded and stable.

The Operator is nearly done applying topsand to a strip of graded land at the south end of B-Pit. The two foot
depth markers used by the Operator were in place directly adjacent to this area. It appears that topsand has been
placed a little deeper than the required two feet. However, it is likely this material will settle and compress.

DOCUMENTS RECEIVED: None
OTHER (SPECIFY): None

Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 0

36
Page of
