COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
16 July 2014
Tom Bird, Manager of Coal Services
GCC Energy, LLC
6473 County Road 120
Hesperus, CO 81326
Re: King Coal Mine (Permit No. C- 1981 -035)
Review of Subsidence Monitoring Reports for:
3rd Qtr 2011 thru 2nd Qtr 2014
Dear Mr. Bird:
The Division has received and reviewed GCC Energy, LLC's (GCC's) Subsidence Monitoring
Reports for the King Coal Mine. The reports included all the information required by Rule
2.05.6(6) and the approved permit application package. Please refer to the attached Checklist for
details of our review.
The Division does have one comment at this time. As highlighted on the attached form, the
versions of Maps King I -005 (Mine Plan) and King I -013 (Subsidence Monuments) currently
approved in the permit do not illustrate the various features (irrigation ditches, residences, etc.)
that are described in Section 2.05.6 of the permit text. A check of archived versions of the Mine
Plan Map revealed that these structures did appear on older versions of the map, so perhaps that
layer has been inadvertently turned "off'. Please submit an application for a Minor Revision to
restore this information to the two maps no later than August 15, 2014.
In addition to showing the subsidence features, it would be appropriate at this time to update
Map King I -005 (the current version is 06/18/08) to illustrate the final limits of the underground
workings at King I, and to give an accurate representation (with acreage) of the ultimate Affected
Area.
If you have any questions or need additional information, please contact me.
Sincerely,
Marcia L. Talvitie, P.E.
Environmental Protection Specialist
Enclosure — (1)
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http: / /mining.state.co.us
John W.
