Compliance With Mine Plan - Support Facilities Not On-site <br />NANA <br /> - Other - Special Categories Of Mining <br />NN <br /> - Processing Waste - Topsoil <br /> <br /> <br />COMMENTS <br /> <br />This was a partial inspection of the Roadside Portals Mine conducted on July 14, 2014 by Mike Boulay of the <br />Division of Reclamation, Mining and Safety. Tonya Hammond of Snowcap Coal Company was present during <br />the entire inspection. Weather conditions were cloudy with intermittent rain. Ground conditions were mostly dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />I met with Tonya Hammond at the mine site at approximately 2:15 pm to monitor the portal seepage and to obtain <br />a flow measurement at Outfall 016. The flow in the French drain ditch was approximately 10.9 gpm, which is less <br />than the last measurement of 12.5 gpm. The flow continues to decline. There is no longer any visible <br />flow/seepage coming from the south slope of the portal backfill. The saturation point on the south side is nearly <br />dry. The drainage now appears to be coming from the designed French drain below the fill. The water continues <br />to be clear with no sediment. There is a significant growth of algae. The seepage from under the concrete wall <br />continues to decrease. There is a small amount of water seeping from the ground on the northeast side of the <br />warehouse. According to Tonya Hammond, Brant Harrison has been excavating this area off and on for the last <br />few months, and encountered ground water prior to the irrigation water being turned into the ditches and applied to <br />the ground. We will continue to monitor this seepage also. There are no other saturation areas and no slumping or <br />movement of earth. Outfall 016 flow at 2:45 p.m. was 301.6 gpm. There was no evidence of flow in Mr. <br />puddle of water in the bottom of the pit.
