There was no operator representative <br />present during the inspection. Weather conditions were sunny and warm. Ground conditions were dry. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />I arrived at the South Portal on July 11, 2014 at 10:30 a.m. I first checked the two points of seepage. The seepage <br />below the concrete the wall is still flowing out from the bottom of the wall, but continues to be less. The seep on <br />the backfill material on the south side is no longer flowing. At the toe of the slope the ground is just damp. The <br />flow is contained to the French Drain ditch. I measured the flow in the flume and it was flowing at a depth of .15 <br />ft which = 12.5 gpm about 1.7 gpm less than two days ago. <br />There is one new area of concern. I became aware of a new seep for the first time today. It is in the vicinity of <br />the concrete abutment seep but to the north of this location and around on the backside of the warehouse building. <br />Brant Harrison noticed it first and one of his workers brought my attention to it when I was on -site today. <br />According to Brant there has been some groundwater seepage in the past behind the warehouse, but it increased <br />following the water application above the portal area by Mr. Fontanari. The seepage behind the warehouse is <br />shown in the attached photographs at the end of this inspection report. Brant Harrison is excavating the ground <br />behind the warehouse to develop positive drainage away from the back of the building. <br />No earth movement or slides have occurred to date. At 11:10 a.m. I measured the flow at the Outfall 016 <br />discharge and it was 299.7 gpm, which is the same measurement obtained two days ago at the site by Tonya <br />Hammond of SCC. <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 0 <br />Page 2 of 5 <br />
