The 11- Jun -2014 HBET analysis determines that a minimum factor of safety of 1.5 can <br />be achieved for the pile configuration proposed with TR -84. In subsection 4.2 of the <br />study, the question of whether undrained conditions will develop has been addressed <br />to the Division's satisfaction. However, HBET does make a recommendation that pore <br />pressures in Gob Pile #3 be monitored (4.2), and that vibrating wire piezometers be <br />installed (subsection 4.6). This item is resolved, but the Division will place a <br />stipulation on the approval of TR84 requiring that BRL submit a plan for VWP <br />installations to be approved and implemented during this calendaryear (2014). <br />33. Item resolved. As discussed under Item 32, above, HBET has satisfactorily addressed <br />the question of undrained conditions, and states it is unlikely that they will develop at <br />Gob Pile #3 based on monitoring data from Gob Pile #2. HBET's report is silent <br />regarding the acceptable range of moisture contents for placement and compaction. <br />Buckhorn's Mar -2007 recommendations still stand, and BRL's permit language does not <br />commit to following those recommendations. The Rules do not address the question of <br />moisture content, only the required level of compaction. <br />34. The revised Volume XI Table of Contents submitted on 12- Jun -2014 lists the Oct -2006 <br />Buckhorn report. As explained in the Division's March 6, 2014 adequacy letter, we <br />believe that version was intended to have been replaced by the Mar -2007 report, and <br />should not be included in the permit. <br />Revised Maps <br />37.
