The proposed text and the diagram provided in new Appendix 4(4) refer to the <br />construction of a "cutting pit" at each proposed drill site. Please enhance the detail to <br />include proposed dimensions for the pit(s). Will the size and construction (unlined or <br />lined) vary depending upon the drilling method used (air, air with water injection, or <br />water)? <br />Appendix 4(4) Figure 2 was revised, and text was added to 2.04.6 Page 6. This item is <br />resolved <br />4. For sealing the drill holes, the text states that a cement plug will be used from 10 feet <br />below the surface to within 3 feet of the surface. However, the detail in Appendix 4(4) <br />also shows a cement plug being used where the drill hole passes through the coal seam. <br />Please revise the text and /or diagram so they are consistent. <br />2.04.6 Page 6 was revised to be consistent with Appendix 4(4) Figure 1. This item is <br />resolved <br />2.05.3(5) — Topsoil <br />5. The application does not address how topsoil will be handled within the areas of new <br />disturbance. Please provide a discussion of topsoil removal / replacement, particularly in <br />areas where the ground will be disturbed for construction of the cutting pits, in <br />accordance with Rule 2.05.3(5). <br />2.05.3 was revised to address topsoil handling, as requested A new Page 6.1 was <br />developed (we suggest that numbering the new page "6a" might be more clear). The <br />last sentence of the new paragraph refers the reader to Section 2.04.5 of the document; <br />we believe that 2.05.4 is intended Please revise, as appropriate. <br />2.05.4 — Reclamation Plan <br />6. As observed in Item 2, above, there has been no discussion of whether water may be <br />encountered in any of the proposed drill holes. Please revise this section to address any <br />modifications to the sealing plan that would be enacted if water - bearing intervals are <br />encountered during the drilling process. <br />2.05.4 Pages 17— 20 and Figure I of Appendix 4(4) were revised, as requested This <br />item is resolved <br />7. A new subsection, "Sealing Exploration Drill Holes ", has been added to 2.05.4 beginning <br />on Page 18. As discussed in Item 4, above, there are inconsistencies between the <br />proposed text and the detail provided in Appendix 4(4). Please revise, as appropriate. <br />2.05.4 Pages 17 — 20 were revised, as requested This item is resolved <br />8. Revegetation of the drill pads has not been addressed. Please revise the "Sealing <br />Exploration Drill Holes" subsection to include a discussion on reseeding efforts to be <br />utilized, and refer the reader to the Revegetation subsection of the permit. <br />
