PERMIT#:M-2014-024 <br /> INSPECTOR'S INITIALS:PSH <br /> INSPECTION DATE:June 27,2014 <br /> OBSERVATIONS <br /> This was a pre-operational inspection of the Koskie Pit conducted by Peter Hays with the Division of <br /> Reclamation, Mining and Safety(Division). Mr. Clay Kimmi with Weld County was present during the <br /> inspection. <br /> The 112c onstruction materials permit application was received b the Division on April 21 2014. The <br /> p pP Y p , <br /> application was deemed complete on May 9, 2014. The decision due date is August 7, 2014. The Applicant <br /> published public notice as required by Rule 1.6.2(d) for four consecutive weeks. The last notice was published <br /> on June 6,i 2014. The public comment for the application ended on June 26, 2014. No objections were <br /> received by the Division. The notice sign was observed during the inspection as required by Rule 1.6.2(b). <br /> One unidentified structure, a phone line utility pedestal, was observed during the inspection. Mr. Kimmi <br /> stated the phone line was not indicated on the utility survey conducted for the proposed mine site. The <br /> Division addressed the unidentified structure in the Division's adequacy review letter dated July 1, 2014. <br /> The site is located approximately 2.5 miles south and 2.5 miles east of the Town of Carr. The site is currently <br /> used as non-irrigated cropland and evidence of the pre-mining land use was observed during the inspection. <br /> The proposed permit boundary will encompass 40.5 acres with about 35.99 acres planned for mining <br /> disturbance. The gravel deposits proposed to be mined are stream channel deposits associated with Lone <br /> Tree Creep, which is an ephemeral stream located approximately% mile east of the site. The estimated <br /> thickness of the gravel bearing zone varies from 0 to 15 feet in depth. The site is planned to be mined from <br /> east to WE St with the deepest gravel deposits in the western portion of the site. A structure agreement with <br /> the landowner for the current fences,the stock well and windmill was provided by the Applicant. <br /> The proposed post-mining land use for the site is cropland. The slopes will be reclaimed at a 4H:1V slope with <br /> 6" to 12" of topsoil replaced during reclamation.
