SECTION 2.01 GENERAL COAL MINING PERMIT REQUIREMENTS
Contained in this package is a revised Permit Document addressing the historical and
current state of the minefor Oakridge Energy, Inc. of 4613 Jacksboro Highway, Wichita
Falls, Texas 76301.Originally,59acres of disturbance resultedfrom permitted surface
coal mining activities at the Carbon Junction Mine. Four Corners Materials (operators of
the Ewing #1 Pit) incorporated 13.69 acres of the coal mine disturbance into the
aggregateoperation (portions of the South Pit and Equipment Area) and assumed
reclamation responsibility for those areas under the Colorado Mine Land Reclamation
Act.Of the 45.31 acres of disturbance remaining under the coal mining and reclamation
permit, all reclamation obligations have been completed and no area remains to be
reclaimed. Reclamation of the mine site (with the exceptionof the sediment control
system and topsoil piles 4, 7, and 8) was completed in 2006. After CDRMS approval, the
sediment control system was reclaimed in 2008-2009. CDRMS approved the retention of
Topsoil Stockpiles 4 and 7 in their current condition (Technical Revision 16) as the
topsoil was deemed to be excess for the reclamation of the reclamation at the Carbon
Junction Mine.
With the partial approval of Surety Release SL-04 by the Colorado Mined Land
Reclamation Board in June 2011, all reclamation at the mine was Phase II released.
No additional coal mining will be undertaken under this permit.
This permit covers the historical permitting and reclamation of the Carbon Junction coal
mine and presents the remaining monitoring and final bond release obligations for the
mine.
2.01.5 Permit Term
The requested permit term for the Carbon Junction Mine is five years with all attendant
rights of successive renewal.
2.01.6 Permit Fees
A permit fee of $2,500 waspreviously submitted to the Division.
Abridged Permit Document1-1Permit RenewalRN04 4/2014
