Also please key list of structure owners to features shown on map. <br /> (c) the existing topography of the area with contour lines of sufficient detail to portray the direction and <br /> rate of slope of the affected land—contours not shown on current map,please revise. <br /> (d) Show the owner's name,type of structures,and location of all permanent or man-made structures <br /> contained on the area of affected land and within two hundred(200)feet of the affected land.—see comment <br /> for(b)above. <br /> EXHIBIT D-Mining Plan(Rule 6.4.4): <br /> No"mining plan map"appears to have been submitted with the application—the text refers to figures C-1 <br /> through C-3 as depicting the phases listed,but this does not seem to be the case. Figure C-4,as included, <br /> seems to include at least part of the required information for the northern portion of the site. The excavation <br /> plan and mining limits for the Veldman Property appears to be a part of a separate package prepared by Deere <br /> and Ault as it is labeled as a draft and refers to a legend on another sheet. <br /> No mention has been made of how mining activity will be conducted in the northern portion of the site to <br /> minimize the impact to the Cache LaPoudre River and surrounding riparian zone. How does the permittee <br /> plan to move material and vehicles across the river without creating adverse impacts? Please address. <br /> EXHIBIT E-Reclamation Plan(Rule 6.4.5): <br /> Nowhere in the reclamation plan does it state how the reservoir liners will be constructed to meet SEO <br /> standards for lined pits(compacted clay liner?slurry wall?). The Deere and Ault figure submitted for the <br /> Veldman property seems to indicate a compacted clay liner for that area of the permit,but no information has <br /> been submitted for the Ditullio property. Please address. <br /> It appears that significant portions of the lined reservoirs proposed for this reclamation lie within the floodway <br /> and floodplain of the Cache LaPoudre River. Even if Larimer County approves a portion of this area for <br /> residential construction,it may be useful to state that the areas of the site that will not be reclaimed as lined <br /> reservoirs will be reclaimed as"backfilled and leveled vegetated areas that may later be developed in <br /> accordance with applicable Larimer County zoning regulation at some future time",or something to that <br /> effect. This would allow DRMS to release the site as long,as the reclamation plan(backfilling and vegetation) <br /> had been completed,but not be dependent on the County approval for or completion of a residential <br /> development. <br /> There does not seem to be any mention or indication of engineered flood mitigation inlet-outlet structures,or <br /> any bank armoring for the lined reservoirs,even those within in the floodway areas of the site. Please address <br /> how these lined reservoirs will be protected from flood damage,and also comply with floodplain development <br /> regulations,given their proximity to the river. <br />
