i <br /> I <br /> I <br /> final Reclamation Plan Permit No.U--1978-342 Technical Revision Applicalion <br /> 3.0 Proposed Reclamation Plan <br /> The final reclamation plan for the Ellison Mine is intended to comply with the requirements of the <br /> original 1977 reclamation plan but is modified by this Technical Revision to reflect current onsite <br /> conditions and the recommendations and the preferences of the DOE. <br /> The current plan and modifications based on current site conditions are outlined in Table I-Final <br /> Reclamation Plan and Activities. <br /> Table 1-Final Reclamation Plan and Activities <br /> Reclamation Components Planned Reclamation Activities <br /> Sealing of Portals -The thine portal and ventilation shaft has been provided with closures which <br /> preclude entrance to the mine. <br /> - The Department of Energy (DOE) prefers that these openings be left <br /> available fbr future use and have stated their preference to leave these <br /> struct tres at Final Reclamation. Gold Eagle Mining Inc. has submitted a <br /> letter to DOE requesting DOE to confirm their preference in writing (see <br /> attached). Gold Eagle Mining Inc. is awaiting DOS's response and will <br /> transmit DOS's determination to DRMS once it has been received. <br /> Removal of Structures and Cleanup -The steel building,buried water tank,two modular storage containers,and a <br /> wood-cribbed earthen equipment ramp are of historical significance as <br /> supported by a 1994 BL?vl opinion. <br /> -Thc Department of Energy(DOE)prefers that these features remain at site <br /> closure in deference to the BLM study. - <br /> -Gold Eagle Mining Inc. has submitted a letter to DOE requesting DOE to <br /> confirm their preference in writing(see attached). <br /> -Gold Eagle Mining Inc.is awaiting DOE's response and will transmit DOS's <br /> detennination to DBMS once it has been received <br /> Disposition of Waste -There is no mine waste at the site to be disposed or otherwise reclaimed <br /> Site Grading and Contouring -The development rock pad will be contoured to fit in with the surrounding <br /> terrain; and to reduce the foot slope to the reclamation plan specifications. <br /> This area will be ripped to provide effective growth media and augmented <br /> with the to soilpile onsite. <br /> Weed Control -Noxious weed control has been successful at the Ellison Mine with annual <br /> application of spay by the operator. <br /> -The site will be monitored subsequent to final reclamation in order to <br /> determine the need for additional spaying of disturbances which may result <br /> from reclamation activities. <br /> Re-Vegetation j-A sinspection will be conducted annually for 3 years subsequent to <br /> reclte i <br /> amation in order to determine the need for additional planting. If planting <br /> is necessary the seed mix will be approved bX the DBMS prior to planting. <br /> 4.0 Reclamation Schedule <br /> The DOE has stated in a letter dated October 26, 2011 that Judge William J. Martinez issued an opinion <br /> that the Defendants(DOE) "are hereby enjoined from approving any activity on lands governed by the <br /> ULMP, including exploration, drilling,mining and reclamation activities". In accordance with the Courts <br /> opinion Gold Eagle Mining Inc. is unable to initiate reclamation by October 1, 2013 as indicated in the <br /> Divisions Inspection Report of May 16,2013.
