I have the following <br />comments: <br />1. Water monitoring frequency requirements: <br />The currently approved Hydrologic Monitoring Plan is presented on page 3 -86 of the approved <br />permit application package. There is no requirement to obtain flow data on North Thompson <br />Creek, nor is there a requirement for ground water monitoring. The approved monitoring plan <br />requires water quality samples on North Thompson Creek in May and September for the <br />following parameters: Total Dissolved Solids, pH, Calcium, Iron, Manganese, Sulfate, Copper, <br />Total Suspended Solids, Bicarbonate, Chloride, Magnesium, Sodium, and Zinc; and No. 1 Mine <br />discharge sampling in June for the parameters listed above as well as copper. <br />a. The 2013 North Thompson Creek samples were not analyzed for Calcium, Sulfate, <br />Bicarbonate, Chloride, Magnesium, or Sodium. The Division identified this problem with the <br />2012 report, but the comment was received by the operator after the 2013 monitoring <br />events had occurred. The cover letter of the report indicates that this problem will be taken <br />care of during the next monitoring year. <br />b. As previously stated, the currently approved monitoring plan requires water quality <br />sampling on North Thompson Creek in May and September. The data presented for 2013 <br />indicates that sampling took place in May and October. To ensure consistent comparison of <br />data over time, Minrec, Inc. must conduct water monitoring at the required frequencies in <br />the approved permit application package. <br />c.
