Box 483 <br />Paonia, CO 81428 <br />Re: Bowie No. 2 Mine (Permit No. C- 1996 -083) <br />1St Quarter 2014 Coal Mine Waste Bank Inspection <br />Dear Mr. Bear: <br />The Division has received and reviewed BRL's 1St Quarter 2014 Waste Bank Inspection <br />Report for the Bowie No. 2 Mine dated April 18, 2014. The report included all of the <br />information required by Rules 4.10.1 and 4.09.1(11), and noted no appearance of <br />instability, structural weakness, or other hazardous conditions. Observations on the gob <br />piles are consistent with Division observations during the quarter. <br />Placement and compaction activities were limited to Gob Pile No. 3 during the <br />quarter. BRL was successful overall in achieving the requisite level of compaction, but <br />44% of the tests exceeded the optimum moisture content (OMC) by more than 4 %. In fact, <br />the average MC for all 45 tests (including 2 retests) was 4.0% above OMC. This is not <br />surprising, given the time of year, but MC should ideally be significantly less, i.e. no tests <br />>4.0% above OMC, and the average MC somewhere <2% above OMC.
