J. E. STOVER & ASSOCIATES, INC.
2352 NORTH 7T" STREEET, UNIT B
GRAND JUNCTION, COLORADO 81501
PHONE: (970) 245 -4101, FAX: (970) 242 -7908
MINE ENGINEERING
MINE RECLAMATION
June 20, 2014
Brock Bowles
Division of Reclamation Mining and Safety
1313 Sherman St., Room 215
Denver, CO 80203
Re: Minrec Inc., North Thompson Creek Mines
2013 Annual Hydrology Report
Permit No. C- 1981 -025
Dear Mr. Bowles:
CIVIL ENGINEERING
CONST. MANAGEMENT
RECEIVEp
JUN 2 6 2014
DM&ON OF AWNG AND SAFETY
noN
DRMS' letter dated June 19, 2013 transmitted its adequacy review for the referenced
hydrology report. On behalf of Minrec, Inc., following are its responses to the DRMS'
comments and concerns.
1. The 2014 North Thompson Creek sampling should be performed in accordance with
permit page 3 -86.
2. Comment noted regarding the timing of sampling.
3. The June mine seepage sampling was not taken for the same reason Outfall 001 is
not sampled. Minrec does not consider the water that is maintained on site to be a
discharge. However, I asked Minrec to take a 2014 sample at Outfall 001 and have
it analyzed in accordance with the parameters listed on permit page 3 -86.
4. Comment noted. When approved, TR -28 will expand the permit boundary so
discharge will not cross the permit boundary.
5. No comment required.
6. DRMS notes samples taken and analyzed from the mine discharges prior to
passage through the passive water treatment system do not coincided with the two
monitoring events on North Thompson Creek. Minrec does not understand how
the inflow to the long pond could be in any way correlated to the monitoring events
in North Thompson Creek.
7. No comment required.
Sincerely,
J. E. Stover, P.E.
Consulting Engineer
