4 <br />EXHIBIT D <br />Mining Plan <br />The area designated within the pit limits is rolling rangeland used for livestock grazing. Soils in the area <br />are classified by the USDA -NRCS Soil Survey as Cascajo soils and Gravelly Land. Maximum top soil <br />thickness is approximately 4 to 6 inches. The subsurface material beneath the topsoil is fractured, <br />weathered rock, gravel and sandy gravel. 6. The existing slopes are variable but are may be as steep as <br />2:1 or steeper. The final slopes will be reclaimed to a condition of 3:1 or flatter. <br />The are no streams, springs, lakes or stock water ponds that will receive drainage directly from this <br />mining operation. All drainage in the region is toward the South Platte River. Runoff in the area of the <br />pit limits is toward the south - southwest. Excavation and grade management will be used to minimize <br />any stormwater runoff from the mining area. Any incidental runoff leaving the site will be filtered by <br />adjacent grassland, which is owned by Four X Ranch, Inc. <br />There are no permanent building structures within 200 feet of the proposed mining operation boundary. <br />There is an existing livestock fence that runs generally north -south along County Road 21. Grazing - <br />related cross fencing is present in the vicinity east of the proposed impact area boundary. <br />The maximum size of the area that will be worked at any given time will be 17 acres or less. <br />Extracted aggregate material that does not initially meet desired size characteristics will be crushed to <br />the desired size using a mobile dry crusher. Aggregate will be stockpiled in the area shown on the <br />Mining Plan Map. A gravel road 20 feet wide by 2,036 feet long will be built and is included in the pit <br />limits and acreage total previously indicated. The road will be constructed from CR 21 eastward to the <br />Northwestern edge of the mining area boundary. The road will be comprised of crushed rock. All of the <br />topsoil along the grass root zone on the existing rangeland will be removed and salvaged for use later in <br />the reclamation process. Topsoil on the disturbed portions of the pit will be stripped to a depth of 4 -6 <br />inches and stockpiled as shown on the Mining Plan Map, south of the affected area. Stockpiled topsoil <br />will be covered with manure to minimize blowing and increase fertility during storage. No drainage <br />ways will be blocked by or contact the stockpile. When approximately half of the resource is removed <br />from the permitted area, the depleted area will be reclaimed. After grading, topsoil will be placed back <br />on the area and reseeded to re- establish vegetative cover. At the conclusion of the mining operation , <br />the remaining area will be reclaimed. The area to be mined includes existing rangeland hill tops. Mining <br />will begin in the northern to northwestern portion of the pit limits and proceed generally southward and <br />eastward. The dimensions are shown on Exhibit E - Mining Plan Map. The pit limits are roughly <br />rectangular in shape and encompass 33.14 acres including the area comprising the road. <br />Earthmoving will be initiated upon receipt of permits from the Colorado Diivision of the Reclamation <br />and Morgan County. Mining operations are expected to continue indefinitely based on market demand <br />and the quantity and quality of material reserves. <br />Four X Ranch Gravel Pit application <br />
