2.05.4(2)(e) <br />Since the intent of the revegetation plan is to balance the grass forage <br />production against the shrub cover needs of wildlife, no woody stem density <br />success criteria shall apply to any of the reclaimed areas. However, the <br />Operator plant some small shrub clumps (from one two three acres in size) <br />interspersed throughout the reclaimed area as shown on Map 18. The <br />shrub clumps will not be subjected to any intensive management measures. <br />However, the clumps will be temporarily fenced if wildlife browsing proves <br />to be a limiting factor in the establishment of the shrub clumps. The <br />boundaries of the shrub clumps will be marked in the field. <br />Revegetation success standards for vegetation communities disturbed at the <br />loadout are presented in the February 2001 Baseline Vegetation Inventory in <br />Volume III, Tab 5. <br />The operator will perform additional field studies during the 2009 calendar year <br />to address mountain shrub /xeric mountain shrub community delineation, <br />reference area comparability, and success demonstration approaches. The <br />report/revision will be submitted during the first quarter of 2010. <br />(vii) Soil Testing Plan <br />Immediately prior to seeding, fertilizer will be applied to enhance root <br />development in the range seedings. The actual type and amount of fertilizer <br />applied will be determined by the analysis of random soil samples taken from <br />the surface one foot of redistributed topsoil material. Known plant nutrient <br />requirements will be compared to the soil fertility analyses to determine <br />fertilizer requirements. At a minimum, the soil will be tested for a deficiency of <br />Nitrogen, Phosphorus and Potassium. <br />(2)(f) Disposal of Debris. Acid - Forming and Toxic Forming Materials <br />There is no indication that any acid - forming or toxic forming materials will be <br />encountered on site. Refer to Section 2.04.6(a)(iii)(D). Please refer to Section <br />2.05.3(8) for a discussion of the applicant =s plans to handle debris and non - <br />coal waste. <br />If sustained combustion of debris or non -coal waste becomes a problem the <br />applicant will be prepared to react appropriately. Chemical fire extinguishers <br />will be available in the shop warehouse area and on mobile equipment. A <br />water truck will be available to respond to any problem area.
