2.05.4 Reclamation Plan <br />(1) The areas disturbed by the mine facilities will be returned to a rangeland and <br />wildlife habitat land use. The loadout will be returned to a cropland and <br />pastureland land use. This will be accomplished by restoring the area to the <br />approximate original contour. Surface areas will be covered with topsoil and <br />seeded with the approved seed mix. <br />(2)(a) Reclamation work will be initiated when the mine reserves are depleted or <br />when the applicant deems the mine to no longer be an economically viable <br />operation. Reclamation of the site will take two construction seasons. The <br />first phase of reclamation is the removal of buildings and structures from the <br />site. This phase will occur during year one of the reclamation schedule. The <br />second phase of reclamation will be recontouring the area to approximate <br />original contours, placing topsoil on the regraded area and seeding the area <br />with the approved seed mix. This second phase will take approximately six <br />months and will occur during year two of the reclamation schedule. <br />(2)(b) A detailed estimate of the cost of reclamation of the proposed mine and mine <br />facilities is presented in Section 3.05 Performance Bond Requirements. <br />(2)(c) The mine facilities area, haul road and utility corridor were designed using a <br />proximate balanced cut and fill technique. To reclaim the areas to <br />approximate original contour, the fill placed on the outslopes must be <br />returned to the cut slopes. The Postminig Topography Map No. 18 is <br />presented in Volume II along with the Postmining and Premining Cross <br />Sections Map No. 19. <br />Excavation of the B -Seam portal during 2003 produced an excess material <br />stockpile of approximately 106,000 cubic yards. In order to expand an <br />adjacent material storage area, the Operator used 14,000 cubic yards of this <br />material as cover for the gob piles #2 and #4 (TR -79 & TR -83). The 14,000 <br />cubic yard deficit of fill material for the B -Seam portals at final reclamation <br />means the reclaimed ground surface will be about 1.9 feet lower than the <br />original ground surface over the 4.5 acre disturbed area. <br />Large rocks and rock piles will be randomly placed throughout the reclaimed <br />areas to provide small wildlife habitat. <br />TR -83 2.05-64- 09/26/13 <br />
