0 2.05.3
Airblast and ground velocity measurement may be required. If blasting is
conducted in accordance with (a)(vii) then peak particle velocity is deemed to
be within acceptable limits.
(a)(v) Rule 4.08.2 requires the applicant to provide written notification to all
residents or owners of dwellings or other structures located within one -half
mile of the permit area which explains how to request a pre -blast survey.
Such notice is to be given 30 days before initiation of blasting. Since this
surface blasting plan is applicable to surface blasting activities incident to
underground mining activities, the written notification will only be given to all
residents or owners of dwellings or other structures located within one -half
mile of the blast site.
( a)(vi) Unavoidable hazardous conditions which could delay a scheduled blast
include emergency situations where rain, lightning, or other atmospheric
conditions or Operator or public safety concerns warrant unscheduled blasts.
(a)(vii)
• Blasting will be conducted in accordance with the following equation. The
maximum weight of explosives to be detonated within any 8- millisecond
period will be determined by the formula W = (D)DS)2 where W = the
maximum weight of explosives, in pounds, that can be detonated in any 8-
millisecond period; D = the distance, in feet, from the blast to the nearest
structure, dwelling, public building, school, church, community or institutional
building; and Ds = the scaled- distance factor which is 55 for distances from
the blast site of 301 to 5000 feet and 65 for 5001 feet and beyond.
To meet the maximum allowable peak particle velocity for ground vibration
contained in Rule 4.08.4(10), for a distance D from the blasting site of 800
feet, the Operator will not detonate more than 212 pounds of explosives
within any 8- millisecond period.
(viii) The applicant does not propose a permanent explosive storage area for the
site. The contractor responsible for the construction of the site will have a
temporary explosive storage area. The applicant, for the short term, will rely
on the Bowie No. 1 Mine for an explosive storage area.
• PR -12 2.05-60- 2/10
 PP2ov ED
Il /►6 It
