June 20, 2014 <br /> To: Park County Board of County Commissioners <br /> From: Park County Advisory Board on the Environment (ABE) <br /> The Commissioners' Advisory Board on Environment (ABE) received correspondence from <br /> residents of the Beaver Ridge residential development located North of the Town of Fairplay <br /> Within Park County. In the June 9, 2014 letter residents indicated that they sought to solicit ABE <br /> involvement and assistance in addressing alleged problems and deficiencies occurring at a <br /> surface mining operation in a location adjacent to the Beaver Ridge residential development. <br /> The ABE Board conducted a scheduled monthly public general meeting on June 17, 2014. A <br /> representative group of Beaver Ridge residents attended the meeting and presented a <br /> summary of complaints and related concerns regarding the surface mining operations. <br /> Complaints and concerns presented involved a range of issues, to include extended hours of <br /> operation and associated nuisance impact, adverse impact on the water table, problems with <br /> aintenance of a substitute water supply or augmentation, and improper discharge of process <br /> water into the Middle Fork of the South Platte River. <br /> The Beaver Ridge residents identified the subject surface mining operation as the "Sanborn <br /> Sand and Gravel Pit". Subsequent review indicates that the subject operation has undergone a <br /> change in ownership and management and related signage indicates "Black Cross" as the <br /> current operating entity. <br /> Having considered the complaints and concerns expressed by Beaver Ridge residents, the ABE <br /> oard forwards recommendation that the Board of County Commissioners make formal <br /> request that the Colorado Division of Reclamation, Mining and Safety conduct an official onsite <br /> inspection of the indicated surface mining operation to determine whether current operations <br /> are being performed in substantive compliance with controlling regulations. <br />
