Blue Pit <br />Exhibit L - Reclamation Costs <br />112 Permit Amendment <br />The worst case reclamation scenario will occur when the maximum length of pit wall is exposed, <br />which is 500 feet, while at the same time, mining has progressed past the Basin Ditch. The east <br />Topsoil Stockpile is still in place and the excess fill in the eastern portion of Mining Area 1 has not <br />yet been moved. <br />Structures to be Removed <br />The haul roads that will remain after reclamation are shown on Map F. These roads will be used by <br />the landowner for access through the site as well as to the irrigated pasture on the bottom of the <br />site. Additionally, access to the concrete plant operation will remain after final reclamation. All <br />structures (except for the concrete plant) will be removed. These structures include the to be <br />removed mine office on a concrete foundation, truck scale, fuel tank containment and all portable <br />equipment in the pit and scale. The conveyors, crushers and screening plants will be portable only. <br />Backfilling <br />Backfilling will consist of 2 separate tasks: <br />1- The eastern portion of Mining Area i will require bacicfilling on the north, east and south <br />slopes. This material will be obtained from the excess fill previously placed on the eastern <br />portion of Mining Area 1. The volume required is based on bacicfilling approximately 3,300 <br />feet of slope from approximately 2H:1V to 2.5H:1V over a distance of 3,300 feet. Based on the <br />surface models of Map C -2A and Map F, this is a volume of 359,647 cubic yards. The material <br />will be obtained by pushing down the existing fill slope with a Cat D -8 dozer and then a <br />loader will load 25 ton trucks to haul the material an average distance of 375 feet to the toe <br />of the slope where an additional D -8 dozer will push up the slope to complete the backfill. <br />The cost of this work is expected to be $3.05 per cubic yard. <br />2- As described above, 500 feet of pit length in Mining area 2 will require bacicfilling from <br />i.5H:iV to 3.oH:iV. The backfill for this task will be obtained from the most recent <br />overburden cut. Western Slope Aggregates, Inc. commits to no more than 500 feet of this <br />slope requiring backfill at any one time. The volume required to backfill this area is 137,867 <br />cubic yards, based on a depth of 90 feet. The cost to place this material is based on moving <br />all the material from the eastern portion of Mining Area 1. Since there is minimal distance <br />for the trucks to move the material, the cost of this work is $2.25 per cubic yard. Some excess <br />fill may remain in place in the eastern portion of Mining Area 1 as long as this fill has a slope <br />of no steeper than 2.5:1V. <br />Therefore the total backfill required is 497,514 cubic yards. Since this material will be pushed <br />up from the pit bottom, the cost per cubic yard is $2.25. Also at this time, there will be the <br />largest amount of pit floor, plant area, internal roads and in- slopes to reclaim to irrigated <br />fields /rangeland.
