Stover and Associates <br />2352 N 7' St. Ste B <br />Grand Junction, CO 81501 -8168 <br />June 19, 2014 <br />Re: North Thompson Creek Mine (Permit No. C- 1981 -025) <br />2013 Annual Hydrology Report <br />Adequacy Review 1 <br />Dear Mr. Stover, <br />The Colorado Division of Reclamation Mining and Safety (Division) received the Annual <br />Hydrology Report for the North Thompson Creek Mine on January 22, 2014. Thank you for the <br />timely submittal of this report. <br />The Division finished its review of the AHR and has the following comments: <br />1. The currently approved Hydrologic Monitoring Plan presented on page 3 -86 of the <br />approved permit application package requires water quality samples on North Thompson <br />Creek in May and September for the following parameters: Total Dissolved Solids, pH, <br />Calcium, Iron, Manganese, Sulfate, Copper, Total Suspended Solids, Bicarbonate, <br />Chloride, Magnesium, Sodium, and Zinc. The 2013 North Thompson Creek samples <br />were not analyzed for Calcium, Sulfate, Bicarbonate, Chloride, Magnesium, or Sodium. <br />The Division identified this problem with the 2012 report, but the comment was received <br />by the operator after the 2013 monitoring events had occurred. The cover letter of the <br />report indicates that this problem will be taken care of during the next monitoring year. <br />2. The currently approved monitoring plan (permit page 3 -86) requires water quality <br />sampling on North Thompson Creek in May and September. The data presented for 2013 <br />indicates that sampling took place in May and October. To ensure consistent <br />comparison of data over time, Minrec, Inc. must conduct water monitoring at the <br />required frequencies in the approved permit application package. <br />3. Page 3 -86 of the currently approved permit application package includes a commitment <br />to sample and analyze the discharge from the No. 1 Mine seepage water treatment ponds <br />annually in June.
