streamflow or runoff outside the permit area as untreated drainage from the natural
surrounding area.
A similar soil loss comparison was performed to determine if untreated drainage from the
irrigated hayland community is contributing suspended solids to streamflow or runoff outside
the permit area in excess of premining levels. The study presented on page 4-58vi
demonstrates that untreated drainage from the reclaimed irrigated hayland area will
contribute the same amount or fewer suspended solids to streamflow or runoff outside the
permit area as untreated drainage from the adjacent irrigated hayland field.
Restoration of the essential hydrologic function of the Alluvial Valley Floor has been
accomplished by restoring flood irrigation to the irrigated hayland portion of the reclaimed
area. Productivity of the hayland has been restored and is documented in the vegetation
study.
Sedimentation control including small area exemption controls are no longed required at the
mine site based on the fact vegetation at the mine site has been scientifically sampled and it
has been determined the reclaimed areas will not contribute suspended solids to streamflow
or runoff outside the permit area in excess of premining levels.
An April 25, 2011 letter from the Division of Water Resources (DWR) notes the existence of
sediment pond A. The State Engineer's policy requires that all water impounded out of
priority must be released to the stream system within a maximum of 72 hours after
l impoundment. The Applicant will comply with the DWR requirement to release water
1 impounded in the sediment pond within 72 hours by leaving the valve on primary
spillway partially open.
J
Coal was never extracted, treated, stored or shipped from the site. Development work
ceased prior to mining operations reaching the coal seams. With the exception of clean
gravel on roadways, all disturbed areas are of materials native to the site, including
redistribution of salvaged topsoil. There are no toxic soils or materials on site.
Therefore, runoff from the reclaimed site would not be expected to have an impact on
water quality other than adjacent non -mined areas. Annual Hydrology Reports have
consistently concluded the mine has had no effect on the prevailing hydrologic balance
and CDPS Discharge Monitoring Reports have demonstrated the mine site has been in
compliance with applicable discharge standards. These two reports provide assurance
untreated drainage from the disturbed area will meet State and Federal water quality
standard requirements for receiving streams after the sedimentation pond and other
sediment controls are removed.
Coal Ridge No. 1 4 -58i - 08111
