• 4.4.1 Schedule
Reclamation commenced in early May 1994 and demolition, protal sealing, backfilling,
grading and seeding was complete by the end of August 1994. Although nearly all of
the reclamation work is complete, these is some work remaining and the reclamation
phase will continue until final bond release.
4.4.2 Reclamation Plan
4.4.2.1 Purpose
An extensive program of reclamation was implemented. The purpose of the
reclamation was to rehabilitate construction disturbance and to restore the area to a
functional and reasonably aesthetic ranching and farming condition. To the greatest
extent possible, the disturbed lands were converted to an agricultural use which
includes the pasturing, grazing, and watering of livestock, the cropping, cultivation, and
harvesting of plants and wildlife grazing.
Grading and seeding was utilized to effect site stabilization, erosion and sediment
control, visual enhancement and future economic use. The Vulcan Ditch system was
extended in a westerly direction across the reclaimed lands so that all water run-off
• from the reclaimed area is collected by the ditch system and discharged into Pond B
(see Figure 4.7-1).
4.4.2.2 Topsoil Salvage
Topsoil was salvaged over the entire disturbed area. Along access roads,
approximately 16 inches of topsoil was stripped and temporarily placed along the right-
of-way. Immediately after construction, this topsoil was replaced on the cut and fill
slopes and then vegetated.
Actual topsoil salvaged and stockpiled was 59,682 cubic yards (see Exhibit 4.4-1). This
volume is sufficient to cover the entire area (42.8 acres 14.8 cropland + 28.0
pasture/wildlife habitiat) with over 10 inches of soil. Approximately 1,000 cubic yards
was distributed over the abandoned tipple area offsite the disturbed area, 1,000 feet
east of the disturbed area but within the 5 year permit area, to aid in the vegetation of
that area. This tipple area remains from the old CF&I mine of 100 years ago. While
much of this old mine site is overgrown with sage, the old mine storage area is still
visible and will now be vegetated.
Topsoil will be utilized to reclaim the sediment pond after the pond embankment is
graded into the bottom of the pond. Topsoil remains in the pile near the entrance gate
and pile on the east edge of the property to cover the area of the sediment pond after
. removal of the pond is authorized by the DMG.
NCIG -Coal Ridge No. 1 4-54 5/00
