• 4.4.1 Schedule <br />Reclamation commenced in early May 1994 and demolition, protal sealing, backfilling, <br />grading and seeding was complete by the end of August 1994. Although nearly all of <br />the reclamation work is complete, these is some work remaining and the reclamation <br />phase will continue until final bond release. <br />4.4.2 Reclamation Plan <br />4.4.2.1 Purpose <br />An extensive program of reclamation was implemented. The purpose of the <br />reclamation was to rehabilitate construction disturbance and to restore the area to a <br />functional and reasonably aesthetic ranching and farming condition. To the greatest <br />extent possible, the disturbed lands were converted to an agricultural use which <br />includes the pasturing, grazing, and watering of livestock, the cropping, cultivation, and <br />harvesting of plants and wildlife grazing. <br />Grading and seeding was utilized to effect site stabilization, erosion and sediment <br />control, visual enhancement and future economic use. The Vulcan Ditch system was <br />extended in a westerly direction across the reclaimed lands so that all water run-off <br />• from the reclaimed area is collected by the ditch system and discharged into Pond B <br />(see Figure 4.7-1). <br />4.4.2.2 Topsoil Salvage <br />Topsoil was salvaged over the entire disturbed area. Along access roads, <br />approximately 16 inches of topsoil was stripped and temporarily placed along the right- <br />of-way. Immediately after construction, this topsoil was replaced on the cut and fill <br />slopes and then vegetated. <br />Actual topsoil salvaged and stockpiled was 59,682 cubic yards (see Exhibit 4.4-1). This <br />volume is sufficient to cover the entire area (42.8 acres 14.8 cropland + 28.0 <br />pasture/wildlife habitiat) with over 10 inches of soil. Approximately 1,000 cubic yards <br />was distributed over the abandoned tipple area offsite the disturbed area, 1,000 feet <br />east of the disturbed area but within the 5 year permit area, to aid in the vegetation of <br />that area. This tipple area remains from the old CF&I mine of 100 years ago. While <br />much of this old mine site is overgrown with sage, the old mine storage area is still <br />visible and will now be vegetated. <br />Topsoil will be utilized to reclaim the sediment pond after the pond embankment is <br />graded into the bottom of the pond. Topsoil remains in the pile near the entrance gate <br />and pile on the east edge of the property to cover the area of the sediment pond after <br />. removal of the pond is authorized by the DMG. <br />NCIG -Coal Ridge No. 1 4-54 5/00 <br />
