A <br /> -MC <br /> June 10,2014 <br /> Mr.Michael Cunningham <br /> Environmental Protection Specialist <br /> Division of Reclamation,Mining,and Safety <br /> 1313 Sherman Street,#215 <br /> Denver,Colorado 80203 <br /> RE: Lyons Quarry;DRMS File No. M-1977-208; Technical Revision 12, Response DRMS <br /> Adequacy Review,Provided on April 14,2014. <br /> CEMEX appreciates the review that the Division of Reclamation,Mining and Safety(Division) <br /> conducted of the Technical Revision-12(TR-12)submitted by CEMEX on March 24,2014. <br /> TR-12 included a request for the following four modifications: <br /> 1. Identify revised triggers for the monitoring goals for chloride and sulfate monitoring. <br /> 2. Add truck/vehicle wash water into C-Pit and/or use of truck/vehicle wash water for dust <br /> control on the haul roads associated with C-Pit. <br /> 3. Placement of sediment combined with coal in C-Pit that has accumulated from the <br /> September 2013 flooding event. <br /> 4. Increase the height above grade for the cement kiln dust(CKD)stockpile in C-pit. <br /> As discussed with you in a meeting on June 9,2014,upon further consideration,CEMEX would <br /> like to withdraw items 2 and 4 at this time(i.e.,to add truck/vehicle wash water into C-Pit <br /> and/or use this water for dust controls in C-Pit,and to increase the height of the cement kiln <br /> dust stockpile in C-Pit). When additional planning details have been completed for these two <br /> proposals,CEMEX will submit separate requests for a technical revision to Permit M-1977-208. <br /> Because comments I through 6 addressed the proposal to increase the CKD stockpile height, <br /> and comments 7 through 9 addressed the proposal to add truck/vehicle wash water into C-Fit, <br /> no responses are provided at this time. These comments will be addressed at a later date in <br /> future technical revisions. <br /> In addition,CEMEX would like revise item 3 to document placement of additional flood <br /> sediment into C-Pit. As we discussed on April 30,2014, in early May 2014,CEMEX cleaned <br /> out excess sediment from the Fisherman Pond and associated ditches. This sediment <br /> accumulated during the September 2013 flood event. It was necessary to remove this sediment <br /> in early May to prepare for upcoming spring run-off flows. Per our discussion,approximately <br /> 1240 tons of the Fisherman Pond and ditch sediment is currently stockpiled at the edge of C-Pit, <br /> pending approval ofTR-I2. Once TR-12 approval is received,this sediment will be placed in <br /> C-Pit.
