which now reads"...resulted in a minimum non-circular FS of 2.8...." Based on the included figure and table
this appears to be a circular failure surface.
The second item requiring clarification is the inventory of faults utilized for the PSHA. The PSHA calls out the
nearby Mosquito Fault, in addition to the Gore Range Frontal and Sawatch Faults as the largest contributors to the
hazard to the 5 Dam TSF; however no mention is made of the Tenmile,Kokomo,or Mayflower faults which are
shown by the USGS geologic map to directly underlie(or very nearly) the TSF structures. Were these other
named faults, as well the number of unnamed faults shown in the area of the TSF,evaluated for their
contributions to the overall seismic hazard as part of the PSHA?
This concludes the Division's second adequacy review of TR23. This letter shall not be construed to mean that there
are no other technical issues in the submittal. Other issues may arise as additional information is supplied. As stated
previously,DRMS is committed to working with Climax to implement a"best available practice"approach for the
TSFs at this site that will allow mining to continue while implementing all reasonable protections in compliance
with DRMS rules. As stated previously,DRMS is open to additional meetings with Climax if it would be useful to
help resolve any remaining issues.
If you have any questions, please contact me at(303) 866-3567 x8140.
Sincerely,
Eric Scott
Environmental Protection Specialist
cc: Bill McCormick
Division of Water Resources—Dam Safety Branch
7405 US Hwy 50
Salida CO 81201
