PERMIT #: M- 2012 -014 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: May 21, 2014 <br />OBSERVATIONS <br />The Pawnee Aggregate Pit was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br />(Division /DRMS) as part of the Division's monitoring inspection program. Mr. Logan Bloemer with Dietzler <br />Construction Corporation was present during the inspection. <br />The 112c permit for the site was issued by the Division on June 20, 2013. The Pawnee Pit is approved for 160 <br />total acres with a maximum disturbance at one time of 25 acres. The approved 25 acres of disturbance is for <br />mining disturbance only and does not include the 3.2 acre processing, storage and loading area located in the <br />northeastern section of the site. This was the first monitoring inspection of the site by the Division. The <br />Division holds a reclamation bond in the amount of $191,000, which appeared adequate to perform the <br />approved reclamation plan at the site. The site is approved for intermittent status. The required mine <br />entrance sign was observed and the permit boundaries were well defined as required by Rule 3.1.12(1). <br />The affected area and processing, storage and loading area were GPS surveyed by the Division during the <br />inspection using a Trimble Juno 313. A map of the GPS survey results is attached. The survey indicated a total <br />affected area of 25.34 acres. The survey included the 3.2 acres for the processing, storage and loading area <br />for a total mining disturbance of approximately 22.14 acres. <br />All of Mining Cell 1 and the northeastern section of Mining Cell 2 have been affected by the mining operation. <br />The processing plant has been moved by the Operator from the planned processing and storage area to <br />northwestern of Mining Cell 1. The Division recommends the Operator submit a technical revision, per Rule <br />1.9, to update the location of the processing plant if the plant will remain in the current location. <br />Mr. Bloemer stated the last mining activity occurred in November and December of 2013. Topsoil is <br />stockpiled along the southern boundary of Mining Cell 1. Based on the observed highwall cuts, approximately <br />6 inches to 16 inches of topsoil is present on site, which is consistent with the approved Mining and <br />Reclamation Plans. The Operator is reminded of the Reclamation Plan requirement to seed topsoil stockpiles <br />with native grasses and mulch with straw to prevent erosion. The topsoil stockpiles were not vegetated at the <br />time of the inspection. The Division recommends the Operator perform the required seeding the mulching <br />this fall. No groundwater or storm water was observed during the inspection. No noxious weeds or erosion <br />features were observed during the inspection. <br />The approved post- mining land use is rangeland. The Operator stated the southeast corner of Mining Cell 1 <br />may be reclaimed this year since the minable resources appears to be exhausted. Photographs taken during <br />the inspection are attached.
