PERMIT #: M -1981 -286 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: May 21, 2014 <br />OBSERVATIONS <br />The Thomas Gravel Pit 4 was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br />(Division /DRMS) as part of the Division's monitoring inspection program. Mr. Richard Thomas and Mr. Ray <br />Thomas with RWT Excavating and Demolition LLC (RWT) were present during the inspection. The site was <br />previously inspected by the Division on July 19, 2010. <br />The site is permitted for 87.60 acres with a maximum allowed disturbance of 10 acres at one time. The <br />Division holds a reclamation bond in the amount of $25,000. The mine entrance sign and boundary markers <br />were observed as required by Rule 3.1.12(1). <br />The mine site was transferred from Weld County to RWT in 2010. The Division records indicate during the <br />conversion application process in 1992 Weld County committed to a maximum allowable disturbance of 10 <br />acres at one time. The Division GPS surveyed the estimated affected area using a Trimble Juno 3B during the <br />inspection. The survey indicated an affected area of greater than 30 acres. The affected area survey did not <br />include the scale house and equipment storage area. The Operator should review the approved mining plan <br />and submit a technical revision, per Rule 1.9, to update the mining plan as needed. An increase in the <br />maximum affected acreage at one time will likely increase the required financial warranty. <br />Mining activity has continued to the north and west since the last inspection. The remaining 50' wide section <br />to be mined in the northwest corner of the site was stripped ahead of excavation. A processing plant and <br />several material stockpiles were located on the pit floor. The mine highwall was estimated to be 10 feet high. <br />The Operator stated the last time material was processed at the site was in October 2013. Material is sold <br />from existing stockpiles as needed. The Operator was not sure if mining would continue below the existing pit <br />floor after the last remaining area is mined. A large stockpile of imported limestone rock was stored in the <br />southeast portion of the site. A scale house and equipment were located at the south end of the site. <br />The approved post mining land use is general agriculture. Reclamation activities have begun along the <br />western boundary of the site. The highwall has been regraded to a 4H:1V slope. Two well- vegetated topsoil <br />stockpiles were located in the southwest and northeast areas of the mine site. No noxious weeds or erosion <br />issues were observed during the inspection. <br />The Division GPS surveyed the access road, estimated affected area and southwestern permit boundary <br />marker.
