Stover <br />MINREC, Inc. <br />2352 N 7th St. Ste B <br />Grand Junction, CO 81501 -8168 <br />June 10, 2014 <br />Re: North Thompson Creek Mine (Permit No. C- 1981 -025) <br />Technical Revision No. 28 (TR -28) <br />Adequacy Review No. 1 <br />Dear Mr. Stover, <br />The Colorado Division of Reclamation Mining and Safety (Division) received your application <br />for TR -28 on May 15, 2014 and it was deemed complete on May 16, 2014. <br />In this revision application, MINREC is proposing to relocate the Pond P -9 spillway outfall <br />to convey flows out of the currently approved permit boundary to the final bond released <br />pond formerly associated with the refuse disposal area. The currently approved spillway <br />system directs flow out of the permit area to North Thompson Creek, under CDPS Permit <br />C00048233. <br />The Division has finished its review of the TR -28 application and has the following comments: <br />1. Rule 4.05.2(1) requires discharge from underground workings to meet the effluent <br />limitations of Rule 4.05.2 before leaving the permit area. Please provide a revised <br />CDPS permit or acknowledgement from the Water Quality Control Division (WQCD) <br />of the spillway reconfiguration. <br />2. Rule 4.05.2(7) states that discharges of water shall be made in compliance with the <br />Colorado Water Quality Control Act and regulations promulgated pursuant thereto, <br />and with the effluent limitations promulgated by the United States Environmental <br />Protection Agency.
