5. Exhibit E - Reclamation Plan <br /> 5.1 Post-Mining Land Use <br /> The anticipated reclamation activities include below grade reservoir creation and residential <br /> housing development. Areas anticipated to be completed as a below grade reservoirs include <br /> Phases 1, 3, and 4 within the Ditullio Property, and the entire mined out portion of the <br /> Veldman Property. Areas anticipated to be completed as residential development include a <br /> portion of Phase 4 and the entire Phase 5 within the Ditullio Property. <br /> The total area allocated for below grade reservoirs is approximately 92 acres within the <br /> Ditullio Property with water at or near the normal high water line(NHWL). <br /> The total area allocated for below grade reservoirs is approximately 77 acres within the <br /> Veldman Property with water at or near the NHWL. <br /> Below grade reservoir embankments will be constructed to meet CO SEO design standards <br /> set forth in the"State Engineer Guidelines for Lining Gravel Pit, August 1999." <br /> Phases 4 and 5 are to become a residential development at the request of the property owner. <br /> Approximately 9.2 acres within the mine limits of these phases has been allocated to <br /> developing reclaimed areas into residential housing via backfilling the areas with overburden, <br /> topsoil, and spoils developed during pit reclamation. A revegetation plan has also been <br /> prepared for the area. The detailed revegetation plan is presented in Section 5.4. <br /> Areas adjacent to and in close proximity(1 mile)to the Three Bells Mine are zoned as <br /> incorporated city in Windsor, Colorado. This current land use is similar in nature to the <br /> proposed post-mining land use for Phase 5 and the Veldman Property, including residential <br /> neighborhoods and farming use. <br /> 5.2 Top Soiling <br /> Topsoil placement will occur as reclamation activities as areas are free from mining activity. <br /> Primary areas to receive topsoil as reclamation during the mining process are low-lying areas <br /> and other areas in need of fill, such as haul roads and haul roads which lie above the normal <br /> high water level (NHWL).
