The Three Bells Pit(facility)is located at 6428 E. Larimer County Rd 32,Fort Collins,and Colorado(see <br /> Appendix A,Figure 1). A facility map showing facility-specific characteristics and best management <br /> practices(BMP)implemented at the facility appears as Figure 2 in Appendix A. <br /> The facility consists of approximately 339 acres of land used for mining sand and gravel. Site operations <br /> include excavation of sand and gravel; material loading,unloading,and conveyance;aggregate crushing <br /> and screening;vehicle and equipment maintenance and fueling;pit dewatering; and material storage and <br /> stockpiling. During the preparation of aggregate the facility also generates wash water. <br /> Stormwater infiltrates the ground or flows to the settling basin where it either infiltrates or evaporates. <br /> Water from the Three Bells facility flows off the property into both the Cache La Poudre River and the <br /> Boulder Ditch, which both run adjacent and through portions of the facility boundaries(see Figure 2). <br /> The following permitted outfalls are present at the facility and are shown on Figure 2: <br /> • Outfall 001. The discharge from a settling area located in the southwest portion of the site,prior <br /> to entering the Cache La Poudre River.Flow rate Avg= 1.44 MGD <br /> • Outfall 002. The discharge from a settling area located in the southwest portion of the site,prior <br /> to entering the Cache La Poudre River.Flow rate Avg= 1.44 MGD <br /> • Outfall 003. The discharge from a settling area located in the southwest portion of the site),prior <br /> to entering the Cache La Poudre River.Flow rate Avg= 1.44 MGD <br /> • Outfall 004.The discharge from a settling area located in the southwest portion of the site,prior <br /> to entering the Cache La Poudre River.Flow rate Avg= 1.44 MGD <br /> *All discharges must comply with the lawful requirements of federal agencies,municipalities,counties, <br /> drainage districts,and other local agencies regarding any discharges to storm drains systems, <br /> conveyances,or other water courses under their jurisdiction. <br /> The facility map includes the following features(see Figure 2): <br /> • Mining site boundaries <br /> • Access and haul roads <br /> • Stormwater outfalls and an outline of the drainage area of each stormwater outfall <br /> • Estimated direction of flow <br /> • Each existing structural control measure to reduce pollutants in stormwater runoff <br /> • Non-structural BMPs,as applicable <br /> • Springs,streams,wetlands, and other surface waters <br /> • Mine drainage or any other process water <br /> • Dedicated areas used for asphalt or concrete batch plants <br /> • Dedicated areas used for recycling asphalt or concrete <br /> Three Bells Pit Stormwater Management Plan 2 12/2013 <br />
