Seneca 11 Mine June 2014 <br />SL -6 Phase 111 Bond Release Request <br />Mountain Brush Reference Area Allowable herbaceous production = 835.1 lbs /acre <br />Sagebrush Reference Area Allowable herbaceous production = 1,286.5 lbs /acre <br />90 percent of the Production Standard = 0.90 [0.83(835.1) + 0.17(1,286.5)] = 820.7 lbs /acre <br />The 2011 BRB -5 mean allowable herbaceous production of 2,193.0 pounds per acre (Table 5) <br />exceeds 90 percent of the production performance standard. Average annual and biennial BRB -5 <br />sampled production was not greater than 10 percent of total herbaceous production and <br />therefore no "excess" annual /biennial production deduction was used in 2011. Noxious weed <br />production was not collected. <br />While the 2011 BRB -5 allowable herbaceous production exceeded 90 percent of the production <br />performance standard, sample adequacy was not demonstrated with a minimum of 30 samples <br />taken in either the reclaimed or the reference areas. Therefore reclamation success for Phase III <br />2011 herbaceous production is demonstrated by passing a two- sample t -test of Reverse Null <br />Hypothesis with Satterthwaite's Adjustment (CDMG 2010 proposed rules revisions 4.15.1 (2)(c)). <br />Refer to the text and Appendix C in the Report contained in Attachment D to this document for <br />additional information. <br />The process of weight averaging results in loss of a reliable estimate of variance. Therefore a <br />two- sample t -test was completed against each of the two reference areas using the logic that if the <br />BRB -5 Phase III block passes against each reference area individually, then the BRB -5 reclaimed <br />area would thus pass the weighted herbaceous production performance standard. <br />A two- sample t -test of the Reverse Null Hypothesis with Satterthwaite's Adjustment was <br />conducted to assert that the 2011 BRB -5 allowable herbaceous production is indistinguishable <br />from the Mountain Brush Reference Area allowable herbaceous production as follows: <br />tc <br />abr — 0.97Yef <br />_ <br />s <br />sbr + (0.9 s Sref <br />n br ?I ?.of <br />11 <br />
