May 20, 2014 C- 1981 - 038 /Bowie No. 1 Mine MLT <br />ROADS Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7): <br />• The reclaimed road accessing the East Mine was in good condition. A series of water bars <br />have been installed to direct runoff from the roadway's surface into the roadside ditches. <br />REVEGETATION Rule 4.15 <br />Vegetative Cover; Timing: <br />• Revegetation at the East Mine is generally doing well. <br />• Yellow sweet clover was seen in abundance, especially in areas of recent disturbance, such as <br />alongside Ditch 7 at the East Mine where repairs were made in 2013 (Photo 9). This plant, <br />although not included in the seed mix, will serve to stabilize the soil and provide shade for <br />the establishment of seeded species. <br />• A growing patch of Hoary cress ( Whitetop) was present at the northern end of the West <br />Ridge Refuse Pile. This particular weed is noxious and invasive, and must be treated <br />wherever it is encountered. <br />• At the Loadout, vegetation at the southwestern end of the rail spur corridor (it may be that no <br />ballast or track was ever installed) consisted almost exclusively of undesirable species. <br />Cheat grass and Japanese brome were the most prevalent, with Foxtail barley and Storksbill <br />also common. Stands of Whitetop were also observed. <br />SIGNS AND MARKERS — Rule 4.02 <br />• At the Loadout, we were unable to determine that the permit and disturbed boundaries have <br />been consistently identified, as required. We found no boundary markers at the southwestern <br />terminus of the rail corridor. Also, where the Black Bridge Road embankment drops south <br />from the rail crossing, the map indicates a jog in the permit boundary, but no signs or <br />markers were found in the field. Markers also appeared to be absent from the portion of <br />permit area across the rail corridor from the Coal Storage Area. (Map 7 of the Permit depicts <br />the permit and disturbed area boundaries for the Loadout.) Please check and re- install the <br />permit boundary markers at the Loadout where necessary. <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 12 <br />Number of Complete Inspections this Fiscal Year: 3 Page 4 of 9 <br />
