Mike Savage, of Savage and Savage, Inc., was present <br />throughout both the field portion of the inspection and the records check. <br />Skies were clear, and the temperature reached the mid -80's. Ground conditions were generally <br />dry, although the area did receive some rainfall during the previous weekend. <br />PERMITTING UPDATE: <br />RN -04: The Division proposed its decision to approve the renewal on May 6, 2014. The public <br />notice appeared in the Durango Herald on May 8 and 15; the period for public objection will <br />come to a close on June 9, 2014. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />• Permitting records were inspected at the offices of Goff Engineering & Surveying in <br />Durango. A completed DRMS Availability of Records form is attached to this report. <br />FISH and WILDLIFE — Rule 4.18: <br />• Signs of mule deer were observed throughout the permit area. <br />• Southeast of Topsoil Stockpile #4, we found a large horned lizard (Photo 1). <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• The Upper Carbon Junction channel, upstream of the PRSA, was reconstructed in November <br />2013 following Division approval of TR -17. The channel and slope have remained stable, <br />and no signs of erosion were observed.
