May 16, 2014 C- 1981 - 014 /Southfield Mine JRS <br />- There are two -track roads at the loadout on either side of the county road. These roads were both stable at the <br />time of the inspection. There were no ruts or erosional problems noted on either two track. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />- The reclamation at the facilities area is in its eleventh year of growth. Overall the vegetative cover is very good <br />and the area is stable. There were no problems noted in the reclamation during the inspection. <br />- The reclamation at the area of the refuse disposal area (including the refuse disposal area, the borrow area and the <br />reclaimed Pond 3 area) is in its eleventh year of growth or longer (in the case of the east portion of the refuse <br />disposal area the reclamation is up to thirty years old). Overall the vegetative cover is very good and the area is <br />stable. There were no problems noted in the reclamation during the inspection. <br />- The cover at the east and west sides of the loadout was very good. There were no problems noted at either side <br />of the loadout at the time of the inspection. <br />SIGNS AND MARKERS — Rule 4.02: <br />- The mine ID sign at the main mine entrance gate was in place, legible and had all of the necessary information. <br />- There is a mine ID sign at the loadout as you approach it from the south (Florence side), although the sign has <br />been defaced. There is no mine ID sign for the loadout as you approach it from the north (Williamsburg side). <br />EFCI will need to replace the sign that has been defaced and put up a sign where a sign does not exist. <br />- There were disturbance boundary markers in place along the entire length of the road to the Monarch Fan and at <br />the fan site. The markers are orange T -posts that are placed periodically along the road and site in line of sight. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.063; Redistribution 4.06.4: <br />- The topsoil that was replaced on the reclaimed portions of the Southfield Mine appears to be adequate for <br />vegetative growth. With the good cover on the Southfield Mine, there were no problems with erosion or soil loss <br />from wind. <br />- The remaining topsoil stockpile at the facilities area was well vegetated and stable at the time of the inspection. <br />There were no erosional problems noted on the pile. The "topsoil' sign was in place as required. This topsoil will <br />be used to reclaim the remaining parking area. <br />- The remaining topsoil stockpile at the refuse disposal area was well vegetated and stable at the time of the <br />inspection. There were no erosional problems noted on the pile. The "topsoil' sign was in place as required.
