Compliance With Mine Plan <br />R - Support Facilities Not On -site <br />N - Other <br />N - Special Categories Of Mining <br />R - Processing Waste <br />R - Topsoil <br />COMMENTS <br />This was a partial inspection of the Southfield Mine conducted by Jim Stark of the Colorado Division of <br />Reclamation, Mining and Safety. The Southfield Mine is in permanent cessation and is no longer operational The <br />maj ority of the mine has been reclaimed. The weather was warm and partly cloudy and the ground was dry at the <br />time of the inspection. <br />BACKFILL and GRADING — Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />- The backfilled and regraded portal and fuel island area remained stable. There were no signs of settling, <br />slumping or cracking in the backfilled areas. No erosional problems were noted in the backfilled areas. <br />- The old truck tunnel, by the former coal stockpiles on the east side of the facilities area, remained stable. This <br />tunnel is a permanent facility to support the approved post- mining land use, approved during the SL -02 bond <br />release. <br />- The regraded coal stockpile areas were stable at the time of the inspection. There was no settling, slumping or <br />cracking in this area and no erosional problems were noted. <br />- The backfilled and regraded Pond 1 and Pond 2 area was also stable at the time of the inspection. These areas do <br />not have any settling, slumping or cracking and there were no erosional problems noted. <br />- The reclaimed Monarch /South Fan area was stable, with no cracking, settling or slumping evident. There were <br />no erosional problems noted at the former fan site. <br />- The reclaimed Pond 3 area remains stable at the time of the inspection. The area appears to have good drainage. <br />There was no cracking, settling or slumping seen in the area and no erosional problems were noted. <br />-- Overall, all of the backfilled and regraded areas at the Southfield Mine were stable and in good condition. <br />FISH and WILDLIFE — Rule 4.18: <br />- There were fresh sign of elk (track and scat) on the reclaimed facilities area and the reclaimed refuse pile area. <br />The elk appeared to move off of the Southfield areas and were on the reclaimed slopes of the Newlin Creek Mine <br />to the south. <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 2 of 24 <br />
